LICENSES

The Port manager regulates activities within the declared port that require a license and or approval from the Port Manager pursuant to the Regulations. Licensed activities are long term and are assessed by the Standards and Licensing team within a week. Please forward all license applications to licenses@pnghms.com.pg.

Ammonium Nitrate Application Requirements

Those who wish to import, handle and store Ammonium Nitrate (AN) cargoes within the declared ports must first apply to the Port Manager for the following licenses and permit;

  1. Import and Handling License- complete application form and attach with the requirements specified in the application form. License is valid for 1 year and is renewed annually upon it’s expiry.

  2. Storage License- those intending to store AN will have to complete this application and submit with the necessary requirements specified in the form. License is valid for 1 year and is renewed annually upon its expiry.

  3. Handling operational permit- Those who have an Import and Handling license and have a shipment of AN to handle will have to apply for an Operational Permit prior to handling the cargo at a Licensed port facility. Submit the permit application with the requirements specified. Permit is issued per shipment and expires after the cargo is handled within the timeframe specified.

For those intending to handle the Ammonium Nitrate cargo, please refer to Gazettal Notice G650 for the Requirements in Handling and Storage of Ammonium Nitrate. For licensing and permit fees, please refer to Gazettal Notice G695.

Port Facility Operators Licenseapplication Requirements

Those who want to apply for a license should submit a letter to the Port Manager specifying their intentions and complete the application form (provide link) and attach with the requirements specified in the application form.

The license is valid for a maximum of 2 years depending on the Operator’s choice upon completion of the application assessment to which it would attract the fee’s prescribed in the Gazettal Notice G695. The license is subjected to renewal upon its expiration.

Ferry Service Application Requirements

Any person wishing to undertake or conduct ferry services within the harbour areas of a declared port is required to obtain a ferry services permit from the Port Manager.

To obtain a license to provide Ferry services within the Declared Port Limits, the company must apply by way of completing the Application and attach with the necessary requirements specified in the application form.

The license is valid for a period of 1 year and shall be renewed upon its expiry. For more information on the license fee, please refer to Gazettal notice G695.

Mooring and Line boat services application requirements

Those who intend to participate in the business of pulling and tying and releasing of mooring lines to make fast or let go a vessel at any Port Facility within the declared ports will need to have the following below;

  1. A Mooring and Lineboat with a bollard pull capacity of 1.8 tonnes to 3 tonnes and a speed of 14knots.

  2. Have a local participation of no less than 30% equity in the company of concern from the local land owners whose land on which the port facility is established or others from within the declared port.

  3. Have appropriate safety equipment as required for the Mooring exercise.

Those who intend to provide wharf party services without a line boat will need to obtain a Mooring and Line boat license to offer mooring gang party services only to smaller vessels of a restricted LOA and GRT.

To obtain a license, please complete the application form and attach with the requirements specified in the form.

License is valid for a year and will be renewed upon its expiration. For fees, refer to Gazettal notice G695.

Stevedoring License Application Requirements

Those intending to obtain a Stevedoring license from the Port Manager must ensure the following below;

  1. Complete the Stevedoring application form and submit with the requirements as specified in the form.

  2. Must have local participation from the local landowners whose land the port facility is on or those within the declared port. Local content should involve no less than 30% equity from the locals in the company applying.

  3. Have the appropriate equipment to conduct the Stevedoring operation.

The license is valid for a maximum of 3 years and will be issued upon the payment of the fees specified in gazettal notice G772.

Shipping Agent License Application Requirements

For those intending to conduct this business, either as a Principle agent or a subagent should submit their application by completing the application form and attach all the relevant requirements specified in the form.

The License is valid for a period of 1 year and shall be renewed upon the license expiration. For licensing fees, refer to Gazettal Notice G772.

Mooring buoy installation application requirements

There are two types of Mooring buoys that the Port Manager license and regulates. Refer to the application form for the specific requirements to attach with your application.

  1. Commercial Mooring buoy- For those who intend to install and operate a mooring buoy specifically to support its business operations should apply for a commercial mooring buoy.

  2. Private Mooring Buoy- For those interested in installing a mooring buoy apart for any other reason from business operations should apply for a Private mooring buoy.

  3. The license shall be for a period of 1 year and is charged according to the type of mooring buoy to be installed and the length of the vessel(s) to be calling in. Please refer to Gazettal notice G287 for information on the fees.

Upon completion of the Mooring buoy construction, the proponent should then apply for a license from the Port Manager to operate the Mooring buoy.
